Hsinchu County Government is committed to realizing its vision of becoming a “Capital of Technologyand a County of Happiness” by advancing both high-tech industries and local culture. The goal isto build a city that is innovative, livable, and culturally rich. In alignment with the United NationsSustainable Development Goals( SDGs) and the principle of “Leaving No One Behind,” the countyprioritizes the well-being of every resident. This report focuses on 12 key SDGs : SDG 1( No Poverty),SDG 2( Zero Hunger), SDG 3( GoodHealth and Well-being), SDG 4( Quality Education), SDG 5( GenderEquality), SDG 6( Clean Water and Sanitation), SDG 8( Decent Work and Economic Growth), SDG10( Reduced Inequalities), SDG 11( Sustainable Cities and Communities), SDG 13( Climate Action),SDG 14( Life Below Water), and SDG 15( Life on Land). These goals are aligned with the county’sfour major policy pillars “: Boosting the Economy,” “Promoting Education and Culture,” “EnhancingWelfare,” and “Ensuring Livable Communities.” In addition, the County Government is implementingmajor projects such as the AI Smart Park, the third expansion of the Hsinchu Science Park, and ten keytransportation infrastructure initiatives to strengthen both industrial development and environmentalsustainability.

To put its sustainability vision into action, the Hsinchu County Government has established acomprehensive governance and implementation framework. A “Sustainable Development PromotionTask Force,” led by the County Magistrate, coordinates 21 departments to align their responsibilities withSDG targets, forming a clear structure for policy execution. On the management front, the County has builta cross-departmental data integration system and performance indicator database. Quarterly reviews andregular stakeholder consultations are conducted to support a closed-loop system of inventory, evaluation,implementation, and feedback. This report documents 45 actions involving stakeholder participation andinclusion, and sets 83 short-term, mid-term, and long-term sustainability goals for the county.

Focusing on the four main policy pillars, this report presents a wide range of concrete outcomes. In theeconomic sector, the County has improved barrier-free access on major roads, launched intelligenttraffic control systems, and completed full industrial zone investment promotion, driving the transitionto low-carbon transportation and green industries. In education and culture, the new County Library andChildren’s Library are nearing completion, and all 120 public junior high and elementary schools haveimplemented smart teaching environments. The County also promotes Hakka language education topreserve local heritage. In social welfare, long-term care centers and mobile medical services have beenexpanded, along with programs that promote community health and support for vulnerable groups. Interms of living environment, the County advances gender equality policies, climate adaptation strategies,disaster prevention systems, and waste management to create clean, safe, and inclusive communities.

Looking to the future, Hsinchu County has been honored with the “Sustainable City ExcellenceAward” for four consecutive years in the non-metropolitan category, a testament to its strongcommitment to sustainable policies. Moving forward, the County will continue to promoteinterdepartmental collaboration, public-private partnerships, and youth engagement. With the corevalues of “Innovation, Resilience, and Shared Prosperity,” it will further advance key policies suchas low-carbon transportation, smart governance, and local revitalization. By adapting flexibly toglobal challenges—such as the post-pandemic era, climate change, and AI technological shifts—Hsinchu County aims to build a future that is sustainable, inclusive, and shared across generations.
